Malcolm Gardner is an independent consultant working with partners such as Team Netsol, arvato Government Services, Concept Data Tecnology, CallCredit, Meritec and PSS.
Malcolm is the author of many articles on local authority administration, especially on benefits, fraud and technical matters. He ran the not-for-profit organisation, The Counter-Fraud Group since 1996 to 2011 and was the author of the LGA's "Fraud Book".
Malcolm is currently working on ACT:LA projects, that include a blue badge system and a single LA claim form.
Malcolm has a background in IT, benefit administration and counter-fraud and his expertise is supported by stints working for both the public and private sector. He remains, though, a committed public servant -- with its attendant low wages -- through and through.
Malcolm lives in Yorkshire with his wife, three cats, numerous computers and more books and comics than it is wise to have.

Zoe Charlesworth is currently responsible for conference production and management consultancy in the fields of welfare benefits, housing and community safety. Zoe is the editor of "The Fraud Book" produced in partnership with the Local Government Association.
Following a career in local government housing and finance departments Zoe worked for the Association of District Councils before forming PSS. Zoe has edited and written various publications on local authority business for the Local Government Association and the Institute of Housing.
Zoe lives on the Berkshire/Hampshire borders with her husband and children.
